WACREN invites sealed bids from eligible and qualified suppliers to supply and install equipment for its various Points of Presence (PoPs) across countries.

WACREN operates a 10G network backbone connecting its PoPs with 1G to 10G connections to the backbone from its constituent National Research and Education Networks (NRENs). To support the growing demand and future scalability, WACREN seeks equipment capable of scaling beyond current capacities without requiring significant reinvestment.

There are five (5) Lots in total, categorized as follows:

  1. Router & Switch (Lot 1)
  2. Terminal Servers (Lot 2)
  3. Measurement Server + Media Cache Servers (Lot 3)
  4. Routing Engines & Device Support (Lot 4)
  5. Router & Switch (2) (Lot 5).

Eligibility Criteria

  • Valid business registration and tax clearance certificates
  • Proven track record of supplying and installing similar equipment
  • Relevant certifications and partnerships with OEMs
  • Adequate financial capability
  • Compliance with local and international standards

Evaluation Criteria

  • Compliance with technical specifications
  • Cost-effectiveness
  • Supplier’s experience and past performance
  • Delivery timeline
  • Warranty and support services

Bid Submission
All submissions must be sent to procurement@wacren.net in the format below:

Subject: AC3 Lot # & Name – Company Name e.g.: AC3 Lot 1 Routers and Switches – WACREN

The submission MUST include:

  • Technical proposal
  • Financial proposal
  • Company profile and relevant certifications
  • High-level implementation plan, including the delivery and installation timeline
  • Warranty details

Terms and Conditions

  • All submissions must be addressed to WACREN, VCG Office Complex, IPS Road, Accra – Ghana.
  • Delivery, installation, and testing are required to be completed by March 31, 2025. Submission of a bid will imply acceptance of this timeline.
  • Installation costs and any licensing costs should be explicitly mentioned where applicable.
    • All licensing must cover a 5-year term.
  • The total cost should include all applicable taxes.
  • The currency to be used is Euro (€)

WACREN reserves the right to accept or reject any bid and to annul the bidding process at any time without incurring any liability to the affected bidder(s).
