WACREN is recruiting a Network Operations Center Surveillance Engineer (NOC Surveillance Engineer) to support the operation, monitoring, and continuous improvement of its regional research and education network infrastructure. This role is critical to ensuring high service availability, performance, and reliability across WACREN’s network and its connected National Research and Education Networks (NRENs). About The Role WACREN is looking for candidates who bring strength in at least one of these three areas, while also showing the curiosity and readiness to build working competence in the other two. This combination of skills is central to the role because the NOC supports a regional environment where networks, systems, platforms, monitoring, and incident response are closely connected. WACREN, the West and Central African Research and Education Network, invites applications for two NOC Surveillance Engineer positions based in Accra, Ghana. The successful candidates will support the monitoring and first-line operation of WACREN’s regional network, infrastructure, and digital services for the research and education community. This is a hands-on role for people who want to grow across technical domains while contributing to critical regional connectivity and service availability. Skills Profile We Are Looking For The ideal candidates will have a combination of skills across three technical areas. Applicants do not need to be experts in all three, but they should have clear strength in one area and enough familiarity with the others to monitor services, recognise issues, communicate clearly, and escalate appropriately. Network Operations: routing and switching fundamentals, IP networking, BGP or related routing concepts, network monitoring, link utilisation, connectivity troubleshooting, firewalls, VPNs, and network security awareness. Systems Operations: Linux administration, virtualisation, server operations, storage awareness, backup checks, infrastructure monitoring, service health checks, and basic incident response. DevOps Operations: application deployment support, containers, CI/CD awareness, Git, log review, uptime monitoring, service management tools, documentation, and collaboration with development or platform teams. Key Responsibilities Monitor network, systems, and platform services and escalate issues promptly. Support first-line incident response, troubleshooting, and operational handovers. Assist senior engineers with routine operational checks, maintenance activities, and service availability monitoring. Prepare clear operational notes, incident reports, and shift updates. Work collaboratively with colleagues, partners, and member networks across the region. QUALIFICATIONS REQUIRED AND EXPERIENCE Essential A Bachelor’s degree or higher in Information Technology, Computer Science, Telecommunications, or a related technical discipline. Demonstrated technical competency in at least one of the three Technical area skills already mentioned: Network Operations, Systems Operations, Platform Operations. Working familiarity with the other two domains — sufficient to monitor services, recognise anomalies, and escalate appropriately. Good understanding of network and systems security principles — applicable to NOC surveillance and incident escalation. Ability to work in shifts, including extended hours coverage beyond the standard working day. Fluency in English or French with good working knowledge of the other language. Candidates with a strong core skill set in one of NetOps, SysOps, or DevOps operations, plus secondary exposure or interest in at least one of the other areas. Applicants who are curious, reliable, detail-oriented, willing to learn, and comfortable working in a team environment. Candidates who can communicate clearly in English or French, with working knowledge of the other language considered an advantage.
