WACREN and the National Open University of Nigeria (NOUN) showcased their pioneering Distributed University Campus model at the eLearning Africa 2026 Conference, held from 3–5 June in Accra, Ghana. The presentation highlighted how strategic partnerships can transform access to quality higher education by combining advanced digital research infrastructure with innovative teaching and learning. Presented during the session on Cross-Continental Collaboration and Partnerships in Higher Education, the paper, Reimagining Education through a Distributed Campus for Open Scholarship and Federated Learning, was delivered by Felix Kayode Olakulehin, Lecturer and Research Fellow at NOUN, on behalf of the WACREN–NOUN partnership. The Distributed Campus is a flagship pilot under WACREN’s Africa Digital Campus (ADC) programme. It brings together WACREN’s trusted digital research and education infrastructure with NOUN’s expertise in open and distance learning and its nationwide network of more than 100 study centres. Together, the partners are creating a new model of higher education—one that enables institutions to share digital infrastructure, learning resources, research services, and academic expertise across geographical boundaries while delivering high-quality, learner-centred education at scale. More than a technology initiative, the pilot demonstrates how African institutions can collaboratively build resilient, interoperable, and sovereign digital education ecosystems. By integrating research infrastructure with pedagogical innovation, the model supports open scholarship, federated learning, virtual mobility, and equitable access to higher education, while reducing the need for costly duplication of infrastructure across institutions. The presentation resonated strongly with conference participants, reflecting growing continental interest in scalable, Africa-led approaches to digital transformation in higher education. As universities seek sustainable ways to expand access, strengthen research collaboration, and improve learning outcomes, the Distributed Campus offers a practical, replicable framework adaptable across countries and institutions. The collaboration follows the Memorandum of Understanding signed between WACREN and NOUN in December 2025 and marks an important transition from strategic partnership to implementation. The pilot will serve as a proof of concept for the broader Africa Digital Campus programme, generating evidence and practical experience that can inform regional expansion. As Africa accelerates its digital education agenda, the WACREN–NOUN partnership demonstrates the value of investing in shared digital public infrastructure for higher education. With the right partnerships and support, the Distributed Campus model has the potential to enable universities across the continent to deliver inclusive, connected, and future-ready education while strengthening Africa’s research and innovation ecosystem.
